Human Rights & Gender Equality

Strategic Goal
Protect Human Rights of marginalized, high risk and vulnerable people by promoting equality and dignity through structured dialogue with government and mainstream society.

Strategic Aim:
  • Building and developing a package of legal and protection services directly and by partners;
  • Documenting and responding to the human rights violations of marginalized, high risk and vulnerable people;
  • Empowering the communities to promote Human Rights and equality through Human Rights Education.

Strategic Objectives
  1. To build the capacity of the marginalized, high risk and vulnerable community in the field of Human rights lobbying and advocating;
  2. To elaborate a policy on marginalized, high risk and vulnerable groups equal rights and gender equality promotion in the  national, regional levels;
  3. To collaborate with civil society to lobby and advocate for equal marginalized, high risk and vulnerable groups rights;
  4. To study, research and analyze the legal situation of the marginalized, high risk and vulnerable community, monitor and report on their human rights violations and discriminations cases.

Package of Services
  • Providing individual and group legal consultancies;
  • Lending legal support to marginalized, high risk and vulnerable community members, including guidance on legal proceedings;
  • Elaborating, printing and disseminating  IEC materials on human rights, gender equality and sexual diversity;
  • Organizing informational and educational activities on human rights, gender equality, sexual diversity for the marginalized, high risk and vulnerable community, government institutions, civil society and youth;
  • Organizing public events (the International Day against Homophobia, Trans Remembrance Day, Women’s International Day, World AIDS Day, Candlelight, Quilt etc.) on the issues of human rights, gender equality and sexual diversity;
  • Establishing cooperation with government institutions, civil society and involving them into the organization’s activities and events;
  • Participating in regional and international events on human rights;
  • Being active members of national, regional and international human rights watchdogs, as well as organizations, networks and coalitions working on gender equality issues;
  • Monitoring and reporting on human rights violations on the grounds of SOGIE;
  • Monitoring hate speeches in media;
  •  Making shadow reports for international institutions (UN, CoE, OSCE etc.)
  • Case management and strategic litigation

Expected Results
The rights of the marginalized, high risk and vulnerable community in Armenia are protected by national legislation which is in line with international standards.

WFCE Human Rights and Gender Equality Polices and Approaches

Armenian society includes persons belonging to national or ethnic, religious, sexual and gender minorities, enriching the diversity of our societies. Although a great variety of minority situations exist, common to all is the fact that, too often, minorities face multiple forms of discrimination resulting in marginalization and exclusion. Achieving effective participation of minorities and ending their exclusion requires that we embrace diversity through the promotion and implementation of international human rights standards.

The protection of the rights of minorities is provided for under the international laws and offers guidance in adopting appropriate legislative and other measures to secure the rights of persons belonging to minorities.

The fundamental pillar of human rights and minority legal protection are the principles of non-discrimination and equality which constitute the basis of all core human rights treaties. They apply to everyone in relation to all human rights and freedoms and prohibit discrimination on the basis of a list of non-exhaustive categories such as religion, language, nationality, ethnicity, sex, sexual orientation, gender and other characteristics. Through respect for these principles, the enjoyment of many human rights must be secured, including the right to effective participation in decision-making by minorities.

Minority rights are being increasingly recognized as an integral part of our work for the promotion and protection of human rights. WFCE plays one of the leading roles in local, national and international level in this respect, as we have highlighted countering discrimination as one of its thematic priorities in the period from 2013 to 2016. We are also taking a lead in representing minorities, in line with our constitution and other treaties, by ensuring that coordinated effort is made towards advancing and prioritizing minority rights throughout the Armenian Government.

Our programs play an important role in furthering the rights of minorities in local level, through the implementation of strategic activities, and by providing support to the other organizations and groups.

WFCE promotes structured dialogue within civil society and government and best result of that became the signed Memorandum of Understanding between RA Ombudsperson Office and WFCE in 2012. In addition WFCE is resource organization for Human Rights Education Center since 2007.
